OUTPUT ACTIVITIES

Policy Issue Briefs on End-of-Life Care

The research team, comprising Professor Christine Fang (Professor of Practice, Faculty of Social Sciences), Dr. Vivian Lou (Director of Sau Po Centre on Ageing) and Dr. Sui-Ting Kong (Post-Doctoral Fellow, Faculty of Social Sciences), has conducted two studies and carried out extensive activities on stakeholder and sector engagement for advancing End-of-Life care in Residential Care Homes for the Elderly (RCHEs). The two studies are:

  • A Survey on Organizational Readiness for Providing End-of-Life Care in Residential Care Facilities (Collaborated with Hong Kong Council of Social Service)
  • An Analytical Study on the Best Practice of the Four Medical-Social Shared Care Model Cases in Providing End-of-Life Care in Elderly Residential Care Homes (Commissioned by the Salvation Army Palliative Care Project)

Through these research and advocacy activities, four policy briefs are produced to reflect four major issues that are facing RCHEs in providing quality End-of-Life care. The issues are:

  • Aligning Medical and Social Care to Deliver Quality, Effective and Compassionate End-of-Life Care for the Dying in Residential Care Homes for the Elderly (RCHEs) (Policy Brief 3)
  • Overview of the Legal and Administrative Barriers to Caring and Dying-in-Place in Residential Care Homes for the Elderly (RCHEs) (Policy Brief 4)

Social Service Sector

  • Conducted two NGOs Roundtables (June 25 and November 4, 2014) in collaboration with the Hong Kong Council of Social Service (HKCSS) for senior management staff of Residential Care Home for Elders (RCHEs) on identifying their concerns and areas for improvement in providing End of Life Care (Details)
  • Assisted HKCSS to organize a task group of NGOs working for the advocacy of End of Life Care for the elderly

  • Conducted a deliberative public engagement project – engaged elderly groups in designing and interpreting an online survey, conducted with Sau Po Centre on Ageing, to study the public’s view on options of living well at the end of life (December 2016 - February 2017) (Details)
  • Facilitated the production of a documentary “視死若生 The Last Journey” by Dominic Chan, Andra Au and Amrita Sanju Daryanani, 3 graduates from the University of Hong Kong Bachelor of Journalism for public viewing and the use of elderly centers to promote life and death education. (Documentary)

  • Deliberated and submitted a paper at a Legislative Council Public Hearing on End of Life Care in the Welfare and Health joint panel on Long Term Care (June 24, 2014)
  • Submitted a paper to the Steering Committee on Population Policy on the need to have an Overall Strategy on End of Life Care in Hong Kong (December, 2014)
  • Submitted a paper and delivered a presentation on advocating the incorporation of End of Life Care in the Elderly Service Program Plan Consultation (June 27, 2015)
  • Preparation of a Fact Sheet to advocate for End of Life Care in the dialogue with Government on Welfare Priority and Agenda Setting for 2015 (May, 2015)
  • Submission to the Chief Executive 2017 Policy Address consultation on the need for a comprehensive end of life care policy (November 23, 2016)

 

Research and Capacity Building

  • An International Roundtable on the Interface of Medical and Social Care Systems in Dementia and End of Life Care – Insights from Singapore and UK (April 1, 2015). (Forum Brief and Summary Report)
  • Conducted a secondary data analysis of a survey on Organizational Readiness for Providing End of Life Care in Residential Care Facilities: A Welfare Priority Setting Initiative in 2015-16 by Hong Kong Council of Social Services. Results were presented in the welfare forum with SWD and at the second phase of the Elderly Service Program Plan Consultation
